About People’s Federal Credit Union, a division of Self-Help Federal Credit Union:
The People’s FCU branch has been serving the Oakland flatlands with much needed credit union products since 2001 after receiving its charter in 2000. Located across the street from the West Oakland BART station, People’s is the only financial institution located in the West Oakland neighborhood. People’s is a low-income designated community development credit union. It was initially chartered as People’s Community Partnership Federal Credit Union but became People’s FCU, a division of Self-Help FCU when it merged with SHFCU in September 2008.
SHFCU is an affiliate organization of the Center for Community Self-Help (CCSH) family of organizations based out of Durham, North Carolina. CCSH affiliate organizations also include North Carolina state-chartered Self-Help Credit Union, Self-Help Ventures Fund and the Center for Responsible Lending. Founded in 1980, Self-Help is a nonprofit community development lender and real estate developer that works with qualified individuals, organizations and communities traditionally underserved by conventional markets. Self-Help has provided over $5.2 billion of financing to over 60,000 low-wealth families, small businesses and nonprofit organizations across the country.
Position Overview:
The Manager of Community Programs will work to ensure the People’s FCU membership’s financial education needs are met and potential members are informed of and educated on People’s FCU products. The Manager will work to integrate high-quality financial education and outreach with People’s FCU financial products, creating a continuum of education, counseling, and financial services opportunities that have a real impact on people’s lives.
The Manager of Community Programs will work in partnership with the People’s FCU Branch Manager and report to the Vice President of the Self-Help California Office. The Manager will develop and oversee the delivery of financial education programs that address current and potential members’ barriers in using financial products and improving financial situations. Key responsibilities will include:
· Implementing and managing financial education programs using resources attracted through fundraising and volunteer recruitment.
· Organizing and overseeing the Volunteer Income Tax Assistance (VITA) site, a continuing program that People’s has run for the last six years.
· Working with other staff and the People’s Branch Advisory Board to identify additional financial education programs most needed in the community, determining the optimal curriculum and format, attracting necessary resources, and launching and managing new programs.
· Fundraising to support programs. This includes developing foundation relationships, writing grant applications and evaluations, and working closely with the Advisory Board to use their contacts, ideas and assistance.
· Establishing relationships with relevant community-based organizations to develop partnerships, create a referral network, and/or increase outreach.
· Working with the branch staff, Self-Help staff, and People’s Branch Advisory Board members to develop the long-term direction and ensure the sustainability of the credit union’s financial education programming.
Skills & Qualifications:
People’s FCU seeks a highly experienced individual committed to financial education, asset development and financial services innovation as a critical poverty-fighting strategy. The Manager will be able to balance oversight of existing programs, innovative program and curriculum design and fundraising.
The ideal candidate will:
· Have at least three to five years of management and supervisory experience.
· Be familiar with the field of asset development and/or economic development, or a related field.
· Have a strong background in fundraising.
· Have experience or academic training in adult education, curriculum development and evaluation.
· Demonstrate long-range thinking with hands-on capabilities.
· Be committed to People’s FCU’s mission of financial empowerment.
· Be sensitive to the financial experiences and diverse cultural backgrounds of People’s FCU’s target membership.
· Have a flexible schedule to work evenings/weekends as appropriate.
